The governance culture is imperative to the university’s and college’s fiscal policies and budgeting processes. The governing board is necessary for policy decisions and the budgeting process. Tandberg (2013) says the presence of a consolidated governing board may enable the governor to have greater influence over the budgeting process for higher education. The conditioning of policy and budgeting processes would be magnified. Also, there are interest groups that play a role in the policy-making process. Tandberg (2013) says interest groups also play a role in the state policy-making process and some evidence has begun to accumulate supporting the notion that they specifically impact policy-making and budgeting for higher education. Today, our colleges and universities are facing many challenges. A constraint that universities and colleges’ governance work under is the Covid-19 pandemic, which has made many adapt to the many changes in the university. The Change Leader (2022) says trustees are facing challenges such as the pandemic, the enrollment cliff, declining state funding, and increasing online learning that ultimately will make or break the institution they govern and are responsible for. Researchers have examined the relationship between gubernatorial powers and various policy outcomes. The power of the governor to impose his or her will on the policy-making and budgetary processes.
